Consulting firms, BPO providers and systems integrators (SIer) all run on document work: client proposals, operational support materials, training content and manuals are produced every day. The market keeps growing, but three pressures now converge on these teams — the sheer frequency of client proposals, the cost of rebuilding manuals and training materials, and resource limits caused by a shortage of mid-level staff. Document capacity can no longer keep up.

The proposal and sales-material load is the most severe. A 2021 survey of 400 sales and sales-planning professionals in Japan found that “creating documents” was the single most time-consuming task at 30.5%, more than 10 points ahead of second-place “travel” at 19.3%.1 More than half of the salespeople surveyed said they spend over 50% of their working hours on documents, which the report puts at 619 hours per person per year, or roughly 1.67 million yen in labor cost.1 In the sales phase at consulting firms and systems integrators, the load is heavier still, because solution proposals, quotes, schedules and RFP responses are built from scratch for each engagement.

Consulting firms are also visibly short of mid-level and management staff. A recent industry survey reports that while new-graduate hiring has grown beyond plan, mid-level and management consultants have been leaving for startups and operating companies, producing a lopsided structure: too many junior consultants, and not enough mid-level people who can lead an engagement.2 With a thin manager layer, more consultants now handle everything from client interviews to delivery on their own, which leaves too little time for proposal work and makes polished documents hard to prepare.

In a survey on reskilling, the most common obstacle was “securing learning time for employees” at 40%, followed by “insufficient budget” at 34% — a clear picture of how hard it is to prepare training content with limited resources.6 In call center and BPO training, dense text-based material has to be rebuilt as visual, easy-to-follow slides, and that redesign work falls on the same teams.
