At banks, securities firms, insurers and shinkin banks, work that requires producing documents comes up continuously and at high frequency: responding to regulatory revisions, explaining new products, running compliance training, and briefing clients on products. At the same time, the staffing available to support that work gets tighter every year, and teams can no longer keep up with producing documents on site.

Start with how often the work occurs and how heavy it is. Japan’s Financial Instruments and Exchange Act has been amended almost every year in recent years, including the 2023 amendment (promulgated in November 2023) and the 2024 amendment (promulgated in May 2024). Each time, head-office planning departments have to rebuild product explanation materials and client-facing documents for branches1. Investment in compliance training is also large: related spending in the banking and financial industry is said to exceed 50 billion US dollars a year worldwide, and the high cost of in-person training is a recognized problem2. A 2021 survey of 400 sales and sales-planning professionals found that “producing documents” was the most time-consuming task, cited by 30.5%, accounting for 619 hours per person per year and roughly 1.67 million yen in labor cost per person3.

The staffing that would absorb this load is getting tighter every year. According to Shinkin Central Bank statistics, shinkin banks had 96,137 full-time officers and employees in total at the end of fiscal 2024, a decline for the 14th consecutive year4. In addition, the IPA report “DX Trends 2024” found that 62.1% of companies said they were “severely short” of people to drive digital transformation, the first time the figure has passed half since the survey began5. Financial institutions are no exception. With limited headcount, they must handle a wide range of document production and training operations while also building the clear explanation practices required by the Financial Services Agency’s “Principles for Customer-Oriented Business Conduct.”
